If installing an SCCM 2012 Site Server on Windows Server 2008 R2, ensure that Microsoft hotfix KB2552033 is installed. The following PowerShell code can check for the hotfix.

PS > Get-Hotfix –id KB2552033

If it is missing, visit http://support.microsoft.com/kb/2552033 to obtain details about the hotfix and download the installer.

Once downloaded, extract the ZIP file, and execute the Windows Update Stand Alone Installer. You will be prompted if you want to install the hotfix for Windows (KB2552033) Click Yes, then Restart Now.

Re-run the PowerShell cmdlet above to verify the hotfix was successfully applied.
